GOVERNOR SIGNS BUDGET - ADDITIONAL CUTS MADE


 

CA UCP BUDGET UPDATE

GOVERNOR DAVIS SIGNS 2002-2003 BUDGET; MAKES ADDITIONAL CUTS TO SOME PROGRAMS FOR PEOPLE WITH DISABILITIES AS EXPECTED

Governor Gray Davis, today (Thursday afternoon) signed the 2002-2003 state budget, 67 days into the fiscal year, with some expected additional cuts made to services and programs for people with disabilities.  The Governor also signed the other bills relating to the budget (called "trailer bills").

The 2002-2003 Budget filled the $23.6 billion shortfall by the following (as compiled by the Governor's Department of Finance):
* Program reductions                    $7.458 billion
* Tobacco Settlement Securitization     $4.500
* Loans                                 $2.028
* Deferral of education disbursements   $1.728 (for one month)
* Fund shifts                           $1.328
* Net operating loss (NOL) deferral     $1.200 (2 years)
* Debt restructuring                    $1.083
* Federal tax conformity/compliance     $1.081
* Federal funding increases             $1.081
* Fund transfers                        $  904 million
* Other accelerations/transfers         $  681 million
* Stock options/bonuses withholding     $  400 million
* Teacher tax credit (1 year suspension)$  170 million

The 2002-2003 budget approved by the Assembly August 31, already contained the over $60 million in cuts to regional center purchase of services budgets that were already included in the budget passed by the Senate June 29.  The Governor did not increase the cuts to the regional center purchase of services budget, except in the community placement program, that impacts a limited number of people in the Developmental Centers. As expected, he did cut an expansion of the Family Empowerment Centers on Disabilities (SB 511).
However the following ADDITIONAL cuts were made: [a more detailed analysis will be reported in a later UCP Budget Update]

MEDI-CAL/HEALTHY FAMILIES
* Cut $2,000,000 (Department of Health Services) that the Legislature added to update the Children's Health and Disability Prevention Program (CHDP) periodicity schedule. (made also other cuts in other budget line items to conform to this action)
* Cut $7,666,000 (Department of Health Services) that the Legislature added for the Medi-Cal/Healthy Families two month bridge. (made also other cuts in other budget line items to conform to this action)
* Cut $50,010,000 (Managed Risk Medical Insurance Board) that the Legislature added for the Healthy Families Program Parent Expansion. (made also other cuts in other budget line items to conform to this action)
* Cut $2,416,000 (Managed Risk Medical Insurance Board - different budget line item) that the Legislature added for the Healthy Families Program Parent Expansion. (made also other cuts in other budget line items to conform to this action)

DEVELOPMENTAL SERVICES - REGIONAL CENTERS
* Cut $5,615,000 (Department of Developmental Services) that the Legislature added for the Community Placement Plan program.  This cut was expected. Governor did not make ADDITIONAL cuts to the already $60 million plus cut earlier to the regional center purchase of services budgets.

REHABILITATION (HABILITIATION - SUPPORTED EMPLOYMENT/WORK ACTIVITY PROGRAMS)
The Governor made no additional cuts (beyond what was already cut in the budget passed by the Senate and Assembly) to any Department of Rehabilitation program.

MENTAL HEALTH
* Cut $150,000 (from Department of Mental Health) for county plans for children's mental health services (pursuant to AB 2740).
* Cut $120,000 and deletes "Provision 2", which requires that $120,000 in General Fund savings achieved through elimination of vacant positions be redirected for the Protection and Advocacy, Inc. (PAI) contract.
* Cut $13,000,800 of the $30,000,000 (Department of Mental Health) that the Legislature added, providing for the Children's System of Care (CSOC). Cut $2,000,000 (Department of Mental Health for the Children's Mental Health Services to conform with Governor's cuts in the Children's SYstems of Care program.
* Cut $10,000,000 (Department of Mental Health) for the Integrated Services for Homeless Adults (ISHA) program.
* Cut $2,000,000 (Department of Mental Health) for the Adult Systems of Care.
* Reduced reimbursements by $5,439,000 (Department of Mental Health) to delete what the Legislature added to implement a county share in the costs associated with the Early and Periodic Screening, Diagnosis, and Treatment Program (EPSDT),

EDUCATION - FAMILY EMPOWERMENT CENTERS ON DISABILITIES
* Cut $1,700,000 (Department of Education) added by the Legislature to expand the existing (SB 511) Family Empowerment Centers on Disabilities.

NEXT STEPS
* The various departments, including the Department of Developmental Services, are in the process of implementing the cuts mandated in the 2002-2003  budget signed by the Governor (including those he made after the budget was sent to him).  The cuts to the regional center purchase of services budget - and the cuts to the Habilitation's work activity and supported employment programs, that were previously approved by the Legislature, will have a tremendous impact on people with developmental disabilities, providers, direct care workers and families.
