Nearly the entire State Legislature voted last January to
support the controversial
contract raising salaries for prison guards which will cost
taxpayers an estimated $518 million annually by the last year
of the contract in fiscal year 2006-07. |

Assembly Speaker Wesson in remarks to the Assembly, said
"we face a budget deficit of at least $21 billion. That is a
hole so deep and so vast that if we fired every state
employee...we would still be $6 billion short. If we closed
all the UC and CSUS [state university] systems, closed all the
state prisons, the California Youth Authority, the Department
of Metal Health, we would still be billions of dollars short.
Yet somehow we must find a way to get this job done."
