SSA TICKET-TO-WORK Program provides Employment Services In December 1999, President Clinton signed the Ticket to Work and Work Incentives Improvement Act of 1999 (P.L. 106-170) to address barriers that Social Security beneficiaries with disabilities encounter in returning to work. On April 13, the Social Security Administration (SSA) published in the Federal Register a Request for Proposals (RFP) for providers of vocational rehabilitative services. The SSA will enter into contracts with organizations to coordinate and deliver employment services, vocational rehabilitation and support services for disabled beneficiaries in the Ticket to Work and Self-Sufficiency Program. Employers, one-stop delivery systems or other public or private entities such as Mental Health Associations (MHAs) can apply to provide so-called "Employment Network" (EN) services. Under this program, the EN will assume responsibility for the coordination and delivery of appropriate employment, vocational rehabilitation, and other support services. Upon the publication of the final Ticket Program regulations, SSA plans to issue the initial group of vouchers called "Tickets" which will enable individuals to obtain vocational rehabilitation services. Eligible disabled consumers receiving Tickets can contact one or more ENs to discuss services. The beneficiary will select and work with the EN to design an Individual Work Plan (IWP) that outlines services to enable the beneficiary to reach his or her employment goal. After the EN and the beneficiary have agreed to and signed the IWP, the Ticket will be assigned to the EN, enabling it to receive payment. Initially, the Ticket Program will be implemented in 13 states (Arizona, Colorado, Delaware, Florida, Illinois, Iowa, Massachusetts, New York, Oklahoma, Oregon, South Carolina, Vermont and Wisconsin) with full implementation expected by early 2004.
